MONTHLY MINUTES
- Meeting called to Order at 7:01. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present. Village Attorney Bob Paster also present. Officer Dan Schroeder not present. We are in a web meeting because of COVID-19.

AN ORDINANCE REQUESTING THAT ST. LOUIS COUNTY DISTRIBUTE $47 MILLION OF CARES ACT FUNDS ON A PER CAPITA BASIS TO THE MUNICIPALITIES WITHIN THE COUNTY TO BE USED FOR ELIGIBLE EXPENSES, AUTHORIZING THE CHARIMAN OF THE VILLAGE OF WILBUR PARK, MISSOURI, TO ACCEPT CARES ACT FUNDING AND EXECUTE A MUNIPICAL RELIEF PROGRAM FUNDING AGREEMENT, AND CONFIRMING AGREEMENT TO INDEMNIFY AND HOLD HARMLESS ST. LOUIS COUNTY FROM SUCH DISTRIBUTION.

No police report for November was received.
5. Second Reading of Ordinance 2020-06
AN ORDINANCE REQUESTING THAT ST. November 2020 Profit & Loss Statement presented. Balance Sheet as of November 30, 2020.
JC moved all money from Commerce to Central Investment on November 30, 2020. ($346,296.26)
Since Wilbur Park is considered governmental, it is difficult to find a saving account with higher interest. Heidi suggested a financial planner and will check with her son who works for Moneta. New York Lift was suggested, but Bob said it was not a good idea because they do mainly bonds. Bob will look into other options.
Great Southern Bank could be an option because they deal with public funds. Will call Carrie Carrigan.
The Sewer Lateral Report shows a balance of $7,440,74. Net available $2,292.70 and the 12-14-20 check of $5,148.04.
Reviewing the 2020 Budget vs Actual, interest income is not good and actuals are down approx. $16,000 due COVID.
Reviewing the 2021 Budget, we need to set the street maintenance budget to $30,000.00. With the Cares Act covering the police expenses, we could move that money to the street maintenance budget.
All the board members accepted the 2021 Budget.
We have not ordered the public safety street trailer because the County has not accepted our donation yet.
The Missouri State Auditor is expecting our Annual Report by the End of June 2021.
Neal is still waiting for the Cares Act report to see what amount of money Wilbur Park could expect.
Motion to accept Treasurer’s report was made and all accepted.
7. Road & Building Commissioner’s Report presented by Mike Edwards.
The circle on Autumn will cost $16,680.00. That does include any plants. We need to hire a landscaper to maintain this circle along with the plants at Virgil and Philo.
The concrete for the circle will done when weather permits. The street light stays in the same position and the street sign will be in the ground, not concrete.
The issues at 9039 Kathleen have surpassed the 30 days. The new windows have arrived and are in the garage. They are scheduled to be installed on December 18th along with the hole. Wilbur Park may need to step in if the repairs are not finished in the time frame given.
We will have to review the yard maintenance in the Spring. Apparently there is a overhead cable wire 6’-0 off the ground and may be a hazard.
The homeowner’s daughter is now complaining about the neighbor’s awnings.
Had an issue with the vehicle in the driveway being vandalized with toothpicks in the locks, air out of the tires and some sort of chemical poured on the paint. The police were called.
There was a mix up with the inspection of 4821 Hershey. The buyer back out of the contract.

All board members accepted Ordinance 2020-06.
9. Waste Management Report presented by Heidi Warren.
Need more green recycle bins. We can try to have outgoing residents leave the bins for the new residents, but can’t really do anything if they don’t. It is a “cost of doing” business.
10. Village Clerk Report presented by Donna Gravatt.
April 2021 Candidacy Filing has opened. Neal already filed. Filing closes on January 19, 2021.
11. Chairman’s Report presented by Neal Vohsen.
Neal has been working on the Care Act Municipal Relief Fund with the County of St. Louis. Neal said it was “torture”, but got it finished.
Inquiry as to the snow flow trigger: 1 Inch? 2 inches? We are in the third year of a 3- year contract.
12. New Business
Dan needs to visit the two gentlemen on Weber who have been venturing from the front of their house to the chiropractor’s office and up and down Weber. They seem to make people uncomfortable by yelling, following and staring.
